Five Step Outline

  1. The Pay as You Throw program will cost Kauai residents more for the curbside pickup based on the size of their trash can.

  2. The purpose of the program is to motivate citizens of Kauai to recycle more.

  3. Many people oppose of the bill because there is no recycling plant on the island, so they believe that the program will not work.

  4. Many people approve of the bill because they believe that the program will get more people to recycle and will save Kauai money in the long run.

  5. The Pay as you throw bill will have many consequences.

TIAS

Topic: Pay as You Throw (PAYT)

Issue: The monthly price of waste removal will go up because the county is trying to motivate people to recycle more.

Angle: Average citizen curious about this new program.

Story: We will start the story of with someone explaining what the PAYT program is. The person to say this will probably a county engineer or County Council member. We will then have someone explain what the purpose of the bill was. This will be accomplished by talking to the Solid Waste Program Development Coordinator and a County Council Member. We will then talk to County Council Members and people in the community to cover points three and four. We will then talk to a county engineer and the Solid Waste Program Development Coordinator to learn about the effects that this program has and will have

I'm looking for your script.

I think for your 5 points, in addition to what I asked about in my previous comment, I think you need to provide some sort of hook that will reel me in as a viewer. What can you say about recycling on an island like Kauai (how we can't just keep burying our waste nor can we ship it somewhere else) and how important it is? Maybe some facts about how little our island recycles? Have you talked to the County Director of Recycling yet? I don't see any interview transcripts so I don't know. Give me a hook and then explain what this PAYT program is all about. You just jump into how it will cost us more money. How about explaining what it is first? For point 2, why should we recycle more? If you want that "A" in this class, you need to do better than this. You definitely know what to do by now, you just need to do it. Let's get back on track.
